Euro NCAP Testing
The Challenge
Following a strategic review of their business, TRL Limited recognised that due to site pressures they could not continue to support Pedestrian and Full Scale Crash Testing on their own site in the medium and longer term.

Through an existing working relationship, Millbrook was invited to provide a test support service to TRL as it was recognised there was a strong business match between the two organisations in terms of scope of activities (few competing areas) and workflow timing.
The Millbrook Approach
A small team from both organisations worked to align technical working practices and develop contractual agreements. Key to success would be ensuring Euro NCAP’s satisfaction with the combined TRL and Millbrook working practices ensuring TRL could continue to conduct testing as part of the European New Car Assessment Programme.
The Solution
Joint investment in training was focussed on Millbrook staff operating TRL’s facility and conducting test types new to Millbrook, and on TRL’s Staff to carry out tests at Millbrook as if it were their own facility. Millbrook also invested in additional equipment and customer facilities necessary to meet the additional needs of TRL and other business growth.
The Result
Through this joint effort and investment, Euro NCAP accepted the change to the working arrangements so that Pedestrian Impact Testing transferred to Millbrook in July 2004, with Full Scale Crash Testing transferred in August 2005.
This working partnership enables TRL to continue to offer full scale crash tests as part of their portfolio of services, while Millbrook benefits through the assurance offered to their customers that Euro NCAP-type tests are fully representative of the official test, including any revisions to the test protocols.
